Principles and Reasons
Based on the
results of Level I Impact Survey, there are 63 impacted communities in
Sakaeo Province with 189 mined areas covered an estimate surface of
181.6 square kilometers and affected the life of 31,221 people.
The survey
emphasized on interviewing the people in the mine affected area
without the assistance of any technical means, apart from that the
time frame was restricted comparing to the boundaries of the
contaminated areas had not yet been identified. Sometimes lead to
misjudgement which would have a enormous effect on the livelihoods.
There are not enough details and sufficiencies in the informations for
planning in the clearance of mines and UXOs to be completed in the
time limitation in accordance with the Convention.
Technical
Survey will be the next important mean which will lend necessary
informations for the planning of the future safe and effective
demining operations.
4.
Purposes
4.1
To record, mark and gather
sufficient mine informations to plan an effective demining operations.
4.2
To reduce and recheck the
suspected mines/UXO contaminated areas as identified by the Level I
Impact Survey to be more precise and clear.
4.3
To gather and recheck the
informations of the areas which had been identified or suspected as
being hazardous areas for future operations.
4.4
To reduce the threat from the
uncleared mines/UXOs.
5. Objectives
5.1
To gather absolute and sufficient
informations of suspected mined areas in Sakaeo Province.
5.2
To recheck the size of the
contaminated areas as identified by Level I Imapct Survey to be more
precise and clear.
5.3
To increase the saved lands for
people to make the most benefits and to reduce hazardous of the
uncleared land to include reducing casualties and enhance safety.
5.4
To be use as Pilot Project in
developing volunteered civilians in Humanitarian Demining.
6.
Execution there are 5 stages
as follows :-
Stage 1. TMAC plans, recruits, selects, trains
and orients volunteered civilians and selects appropriate authorities
for certain positions in the organization to include preparation of
necessary datas and procurement of demining tools and equipments.
Stage 2. Training
as follows :

Demining at Demining Training Center,
RTA.Engineer Center, Ratchaburi Province for the duration of 12 weeks.

Mine Risk Education at Mine Risk Education
Center, Psychological Operations Battalion, Lopburi Province for the
duration of 6 weeks.

Mine Detection Dogs and Handlers at Military Dog
training Center, Nahkorn Ratchasima Province for the duration of 20
weeks.
Stage 3.
Establishment of Unit and Test. The stage where the trained civilians
will be assigned to positions in units and to test the individual
abilities, team work received during training for implementation in
field operations and to acquaint troops with chain of command and to
be convinced in operations.
Stage 4. Technical Survey : Technical Survey
will be conducted jointly with Humanitarian Mine Action Unit 1 (HMAU-1)
in Sakaeo Province under the provision of TMAC.
Stage 5. Pursuit
and Evaluation: TMAC will be totally responsible to pursuit and
evaluate the outcome to analize for development and exploitation
throughout the whole operations.
7. Duration of Operations : 1 year after allocation of
budget.
8. Budget :
the required budget is 21,518,997 Baht.
9. Expected Outcome : Expected
Outcome of the Technical Survey consisted of establishment of safety
lanes, fencing, posting warning signs, gathering data in the areas,
and to demine in some areas in order to protect and reduce danger from
mines in Sakaeo Province in the time frame of 25 weeks to cover all
targeted areas.
