Form  I:                 Measures to provide warning to the population.

Article 7.1:                    “Each State Party shall report to the Secretary-General…on:

h)       The measures taken to provide an immediate and effective warning to the population in relation to all areas identified under paragraph 2 of Article 5.”

Remarks:  In accordance with Article 5, para.2: “Each State Party shall make every effort to identify all areas under its jurisdiction or Control in which anti-personnel mines are known or suspected to be emplaced and shall ensure as soon as possible that all anti-personnel mines in mined areas under its jurisdiction or control are perimeter-marked, monitored and protected by fencing or other Means, to ensure the effective exclusion of civilians, until all anti-personnel mines contained therin have been destroyed. The marking shall at least be to the standards set out in the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices, as amended on 3 May 1966, annexed to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects.”

TMAC and Thailand Campaign to Ban Landmine (TCBL) organized Bicycle Rally from Bangkok to Lopburi Province, the distance is about 160 kilometers, between 21 – 24 April 2003. There were 55 participants, consisting of 35 landmine survivors from seven eastern border provinces of Thailand and veterans of the Royal Thai military as well as 20 supporters from the Bicycle Club for Health, Thailand and member organizations of TCBL.

The purposes of the Bicycle Rally are as follows:

  1.  To congratulate the Royal Thai Government on the Final Destuction of Stockpiled Anti-personnel Landmines.

  2.  To celebrate the Fourth Anniversary of the Entry-into-Force of the Mine Ban Treaty for Thailand.

  3.  To Promote the Fifth Meeting of States Parties to the Mine Ban Treaty held in Bangkok in September 2003.

 

 

TMAC conducted the Final Destruction of Stockpiled Anti-personnel Landmines on the 24th April 2003, at the Royal Thai Army Artillery Firing Range, Lopburi Province. The event was presided by the Deputy Supreme Commander, Royal Thai Armed Forces, and witnessed by a number of diplomats to Thailand, members of Governmental and Non-Governmental Organizations, national and international medias. The total number of Stockpiled Anti-personnel Landmines destroyed is 220,168 with 4,970 retained for the purposes of research and development in demine training.

 

Thailand by TMAC and Ministry of Foreign Affairs hosted the 5th Meeting of States Parties during 15 – 19 September 2003, at the United Nations Conference Center, Bangkok. Minister of Foreign Affairs (MFA) of Thailand served as the President of the Meeting, while the Director-General of TMAc and the Director-General of the Department of International Organizations, MFA, served as Co-Secretaries General. There were representatives from 136 member states, 58 non-member states, international organizations, non-governmental organizations and United Nations organizations, the toatal of 700 persons.
